Vancouver council sent a signal Tuesday that non-profit social service

 providers applying for money from the city need to watch their mouths.

At a meeting Tuesday, ABC Vancouver councillors raised several concerns

 about city grants for community groups, asking whether they represent

 good investments and calling for an “overhaul” of the whole system...

ABC Coun. Peter Meiszner focused on public discourse, introducing an 

amendment directing city staff to report back on how to require all city grant

 recipients “to communicate to, about, and with city officials in a respectful manner”

 in line with the city’s respectful workplace policy.

 

He raised a single example of the kind of speech he worries about, saying he was

 concerned a local non-profit was in line to receive almost $70,000 in grants,

 after one of its members criticized Mayor Ken Sim.

Meiszner did not name the non-profit or its representative in chamber Tuesday.

 But he read a direct quote from Rachel Lau, program manager for

 Yarrow Intergenerational Society for Justice, a non-profit that 

supports low-income seniors in Chinatown, to The Canadian Press.

Immediately after Sim’s election as Vancouver’s first mayor of Chinese descent

 last October, Lau told CP reporter Nono Shen: “I know that the 

Chinese Canadian community is really excited about the first 

Chinese Canadian mayor. I just want to point out that just because

 somebody looks like you doesn’t mean that they are actually going to

 take care of you. That’s the unfortunate truth.”

 

Meiszner continued: “And then they went on to say they were very disappointed

 by the election of our mayor. This, to me, is a huge red flag.”

“This, to me, is language that would never be tolerated in this council chamber

 under our respectful workplace policy. It would be called out of order immediately..

Councillors from all parties supported Meiszner’s amendment unanimously

Reached by phone Tuesday, Lau called the morning’s council discussion “really concerning.”

“I think it sets a precedent that people should not be critical of public figures

 and politicians if they are receiving funds from them,” Lau said. 

“That is not a good precedent… A healthy democracy allows for 

citizens to criticize public officials.”

 

Lau said they found the comments in council concerning,

 “but not surprising, unfortunately.”

 

“They punished VANDU, so I’m not surprised,” Lau said, referring to the

 ABC councillors’ decision in January to reject staff’s recommendation to

 award a $7,500 grant to support an art program run by the 

Vancouver Area Network of Drug Users, or VANDU, an activist group 

whose members have often publicly criticized ABC politicians and 

clashed with the party’s supporters.

Earlier in the meeting, Meiszner asked city staff if the media relations and communications department could monitor public comments made by organizations receiving grant money, and “flagging those media stories with hostile comments that would be contrary to a respectful workplace policy.”...

"Our first reaction was, we could not believe this was happening at city hall," said Louis Huang, the spokesman for The Alliance of the Guard of Canadian Values.

The group, which is composed of immigrants from mainland China, is fighting what it says is the growing influence of the Chinese government on Canadian politicians.

"I think as a Chinese-Canadian, it is my responsibility to warn them to be cautious," said Huang. 

Huang, who immigrated from China to Canada in 2002, says he has no problem with politicians talking with Chinese officials or with other diplomatic initiatives, such as the recent exchange of visits by Justin Trudeau with Chinese Premier Li Keqiang.

But he says it's troubling when local politicians appear to be endorsing the communist government...
